Resourcing and Talent Insights Manager
Resourcing and Talent Insights Manager plays a dual role at the intersection of resource management and drives talent market research to enable and smoothly accommodate new technology/engineering profiles. In this hybrid role, you will be responsible for the operational execution of resource management processes, including bench strategy (approach, process, and metrics), maintenance of the engineering competence database, standardization of talent profiles for clients, and turnover forecast management through PSA tools. You will also drive and coordinate ad-hoc special (new stack and tech) research projects on global talent pools to provide insights for hiring strategies and support sales engagements. Your work directly influences operational efficiency of the Delivery Department, workforce scalability, and talent projection for the delivery organization based on the sales pipeline insights.
Spec: business trip readiness (around 10% through the year, low frequency)
Key Responsibilities
Resource Management
- Manage turnover forecasts using PSA tools to anticipate staffing needs and support workforce planning aligned with company growth goals.
- Drive effective bench management within the agreed framework and budget: communicate policies, support engineer redeployment, manage compensation adjustments, and initiate retraining programs.
- Provide HR consultation and assignment navigation for the talents on the bench.
- Collaborate with the Delivery Leadership team to ensure optimal resource allocation and smooth transitions between projects.
- Coordinate internships and retraining assignments across the delivery engineering staff.
- Monitor and analyze utilization data, proactively addressing gaps and inefficiencies in talent deployment.
- Work with external vendors and freelancers to bridge niche tech talent needs while maintaining cost-efficiency and quality standards.
- Accurately maintain and update the company’s engineering skill and competencies database to ensure relevance and availability of existing talent profiles for potential prospects.
- Serve as a liaison among engineering teams, HR, Talent Development, and company leadership to ensure resource plans align with business needs.
Talent Insights & Market Intelligence
- Initiate and deliver special research projects on global talent markets by gathering data on availability, seniority mix, and compensation trends across specific tech stacks and geographies.
- Assist delivery leadership team in adopting new technological profiles.
- Contribute to the TA inputs on talent market parameters and compensation data.
- Build and maintain a knowledge base of emerging tech markets and talent clusters, feeding insights into executive decision-making and workforce planning.
- Collaborate with TA, Sales, and Delivery teams to align market research findings with real-time hiring needs, workforce cost modeling, and recruiting capacity.
- Help build talent pools in emerging or strategic technologies through market research and pre-sale collaboration.
Who are we looking for?
- 4+ years of experience in resource management, workforce planning, or talent operations in IT outsourcing.
- Experience conducting talent market research or comparable analytical research projects in the TA/HR domain preferred.
- Proficiency in PSA tools and resource forecasting methodologies (pref.Ruddr).
- Entrepreneurial mindset with structured thinking and proven excellent orchestration capabilities for complex and cross-functional projects on a global scale. Collaborative, team-building approach with excellent ability to navigate across departments (Presales, Sales, Talent Acquisition, HR, Delivery/Engineering, Finance, Operations, while balancing the needs of each to achieve the optimal fit of skillset for the Company.
- Excellent interpersonal, communication, and negotiation skills—comfortable working with both engineers and executives.
- Analytical mindset with a hands-on attitude and the ability to interpret complex data into actionable insights.
- Familiarity with technical job families, tech stack classifications, and global hiring dynamics. Ability to assess technical skill match between individual engineers and specific project requirements.
- Experience with retraining programs or technical L&D initiatives is a strong plus.
- Strong English language skills (spoken and written) is required.
- Comfortable working across different time zones with flexible availability (EU + US + LatAm).
